Dr. Sylvia Namubiru Mukasa, D.Lit. (Honoris Causa), is a prominent Ugandan human rights lawyer and CEO of the Legal Aid Service Providers Network (LASPNET). With over 20 years of experience, she focuses on legal empowerment and access to justice for marginalized communities.
She holds a Master’s degree in Development Studies from Erasmus University and a Bachelor of Laws from Makerere University. In 2019, she received an Honorary Doctorate in Humanity from ZEO Theological College for her contributions to social justice.
Dr. Sylvia has served as Executive Director of the Uganda Law Society and held roles in the Justice for Children Programme. She is a member of various legal advisory committees and organizations, including FIDA Uganda and the East African Law Society.
In 2022, Courtroom Mail recognized her as one of the 100 Most Influential Female Lawyers in Africa. As Patron of the Youth Organisation for People Empowerment (YOPE), she advocates for digital rights and leads efforts for youth-focused legal reforms, aiming for a fairer justice system in Africa.
AIGP (Rtd) Asan Kasingye is a retired Assistant Inspector General of Police. He served for over 30 years in the Uganda Police Force. Kasingye held important roles, including Director of INTERPOL & International Relations and Police Spokesperson. He worked on fighting major crimes like human trafficking and cybercrime. He helped start the African Union Police Coordination Mechanism (AFRIPOL) and was Vice President of the International Police Executive Symposium’s African chapter from 2008 to 2022.
He has a BA in Social Sciences and an MA in Public Administration and Management from Makerere University. Now, he is a Patron at the Youth Organisation for People Empowerment (YOPE), where he promotes policies for preventing cybercrime and protecting young people’s online rights.
Dr. Alvin Mutebi is a prominent Human Rights and Peace Advocate specializing in peacebuilding, good governance, anti-corruption, and conflict management in East Africa. He holds a PhD and a Master’s in Peace and Conflict Studies from Addis Ababa University, a Bachelor’s in Ethics and Human Rights from Makerere University, and a Postgraduate Certificate in Peace and Conflict Studies from Hekima University College.
Currently, he is the Head of Research and Advocacy at the Anti-Corruption Coalition Uganda (ACCU), where he leads initiatives in election observation, youth and women empowerment, and policy advocacy. Dr. Alvin has collaborated with major organizations, including CEON-Uganda and the UN Youth Envoy, and has represented Uganda at significant global forums such as the AU and the UN.
At YOPE, he contributes to evidence-based programming through research design and evaluation, aiming to turn data into impactful advocacy. With strong analytical skills and a commitment to justice, Dr. Alvin champions inclusive development and sustainable peace in Africa
