Dr. Sylvia Namubiru Mukasa, D.Lit. (Honoris Causa), is a prominent Ugandan human rights lawyer and Chief Executive Officer of the Legal Aid Service Providers Network (LASPNET). With over two decades of experience, she is a nationally and regionally recognised champion for legal empowerment, access to justice, and the protection of marginalised communities.
She holds a Master’s degree in Development Studies (Human Rights and Social Justice) from Erasmus University, a Bachelor of Laws from Makerere University, and a Diploma in Legal Practice from the Law Development Centre. In 2019, she was awarded an Honorary Doctorate in Humanity by ZEO Theological College, USA, in recognition of her exceptional contribution to social justice.
Dr. Sylvia has held key leadership roles, including Executive Director of the Uganda Law Society, Magistrate Grade I, and Director of Operations for the Justice for Children Programme. She actively serves on national legal advisory committees and is affiliated with FIDA Uganda, the Uganda Law Society, and the East African Law Society.
In 2022, she was named among Courtroom Mail’s 100 Most Influential Female Lawyers in Africa.
As Patron of the Youth Organisation for People Empowerment (YOPE), she provides strategic leadership, champions digital rights and cyber safety. She mobilises partnerships to advance youth-focused legal and policy reform. Her work continues to inspire a more inclusive and equitable justice system across Africa.
